What it is
Cocoa butter, sugar and milk with no cocoa solids at all — which is why purists argue it is not chocolate. It was invented to use up surplus cocoa butter left over from making cocoa powder, and it is a by-product that became a product.
In the kitchen
Check the label says cocoa butter and not vegetable fat. That single line separates the real thing from confectionery.
